Journey to Belonging: Choice and Inclusion is the Ministry of Children, Community and Social Services’ long-term strategy to transform developmental services. The goal is clear: create a system where people with developmental disabilities are supported to live meaningful lives as fully included members of their communities. This means shifting away from one-size-fits-all programs toward flexible, person-directed supports that reflect individual needs, goals, and aspirations.

Journey to Belonging (J2B) is redefining what support means for individuals with developmental disabilities. At its core, this initiative champions inclusion, flexibility, and real choice.
